Two Dragged To Court Over Electricity Fraud

The Makola Division of the Ghana Police Service has arrested Amos Debi and Emmanuel Nartey for allegedly engaging in electricity fraud.

Their arrest follows a report made to the Police by officials of the Power Distribution Services (PDS) Ghana Ltd, according to an official statement issued to the Ghana News Agency on Tuesday.

Narrating the details of the case, the Acting Accra West Regional General Manager of the PDS, Engineer Ankomah Emmanuel, stated that while on routine monitoring of domestic electricity installations of some customers, their staff came across two electrical power meters in a house, whose records could not be traced in the Company’s system.

The meters were thus identified as stolen from their original users.

Upon further investigations, the team realised that these meters had been illegally loaded with pre-paid credits with a “master card”; such that it made it impossible to purchase pre-paid credits.

Upon interrogations and a search of Debi’s residence, the MasterCard was found hidden in a bag.

In his caution statement to the Police, Debi admitted the offence and mentioned Nartey, a resident of Mamprobi Kamara, as the source of the meters and card.

He revealed that he charged the customer a fee of GHC 30.00 to load their meters with credit worth GHC 50.00.

Following his arrest, Nartey was identified as a former worker of the B.O.T Electrical Company, which operated a meter operating contract with the Electricity Company of Ghana Ltd. (ECG).

He revealed that when the contract between ECG and the B.O.T ended, he retrieved the MasterCard and meters from the BOT Company before their final departure to China. The two have since been arraigned at the court.

V/R: 4 MMDCEs Fired

Government has hinted that four Metropolitan, Municipal and District Chief Executives (MMDCEs) in the Volta Region who have been relieved of their post are yet to be made public.

According to the Volta Regional Minister, Dr Archibald Letsa, who confirmed the dismissal reports, the affected MMDCEs were notified through a letter from the Local Government Minister, Hajia Alima Mahama.

Speaking in an interview with Adom News , Dr Letsa said there will be an official statement from the Local Government Ministry to that effect.

“I can confirm four of our MMDCEs have been relieved of their post for one reason or the other with their letters given to me on Saturday which was a public holiday but I haven’t chanced on the reasons they were asked to leave post,” he said.

The affected people are John Nelson Akorli, Ho MCE, Elvis Djampoh, Kpando MCE, David Dickson Dzopke, DCE for Agotime-Ziope and Wisdom Semanu Seneadzah Esq, Afadjato South DCE.

They have been replaced with Prosper Kofi Pi-Bansah, Ho MCE, Ernest Theophilus Quist Kpando Municipal, John Kwaku Agotime-Ziope District and James Etornam Flolu, Afadjato South.

A statement signed by the Local Government Minister urged the Regional Minister to liaise with the Regional Electoral Commission to conduct the confirmation processes of the new appointees.

Sanitation Minister Task Assemblies To Work Towards Clean Ghana Agenda

The Minister for Sanitation and Water Resources, Cecilia Abena Dapaah has admonished the various Assemblies to make sure the issue of sanitation in the country is tackled effectively.

She made the call during a tour on September 24, 2019 of some municipalities in Greater Accra Region to ascertain the situation on the ground in relation to the sanitation conditions within the various municipalities.

The municipalities visited were, Ablekuma Central, Ablekuma North and Ablekuma West. The minister was accompanied by her deputy, Patrick Yaw Boamah and some officials in the ministry together with the Municipal Chief Executives and their officials in the said municipalities.

The tour, she indicated is to determine whether the Municipal Chief Executives are actually discharging their respective duties diligently. And also find out the approach of the general public to the compliance of good environmental practices.

During the tour, the Minister bemoaned some unhygienic conditions found at some areas at the abattoir located at Old Fadama. Thus, she cautioned them to ensure they adhere to good environmental practices or risk being prosecuted by the appropriate authorities.

The Minister commended some service providers in the municipalities in their adherence to the “One business, One Bin” initiative by the ministry which is aimed at ensuring all business owners should provide at least, one bin in their establishments.

She also encouraged the market folks at the Mallam market for keeping the market place very clean lately. To this, the Queen mother of the market, Elizabeth Lamptey attributed this progress to the various market folks meeting twice a month to find ways and means of cleaning the market to address the issue of sanitation.

In his remarks, the M.C.E of Ablekuma West, George Bray, the challenge with the “One Household, One Bin” initiative is due to the fact that there are a number of slums in the municipality which has made it difficult to get bins to each household.

The M.C.E also said the reason for some progress seen in the bid to ensure good sanitary conditions in the municipality is due to the fact that they treat sanitation as an everyday affair so as to meet the expectation of everyone.

The areas visited were Sukura, Flamingo, Old Fadama, Mallam Market and Odorkor main lorry station. The rest include Dansoman – Tunga waste transfer station, Glefe and Pambros.

Ghanaian-born US citizen who allegedly committed suicide was sacked from US Navy

A Ghanaian-born US citizen, Prince Yeboah Wiredu, who allegedly committed suicide had been sacked from the US navy in August 2017.

The deceased was a Personnel Specialist Second Class (E-5) in the U.S. Navy

A copy of the judgement obtained by JoyNews reads “the members [of the court] sentenced the appellant to 12 months’ confinement, reduction to pay grade E-1, total forfeitures for 12 months, and a dishonourable discharge.”

This was after three women came forward claiming he had forcibly had sex or sexually assaulted them between January to May 2013.

The 29-year old soldier and father of three took his life on September 11, 2019, in Bronx, New York. He married a Ghanaian woman in 2015.

Sources close to the family say Mr Yeboah Wiredu developed mental health issues after he was dishonourably discharged from the military in 2017.

He grew abusive leading to a separation from his wife who joined him in the US in 2016.

JoyNews has obtained a copy of the judgment giving details of the sexual assault.

Below is the narration from the court-martial documents.

Ms. JW and the appellant agreed to meet in person after first connecting online. On 13 January 2013, the appellant picked JW up in his car and drove her to an apartment. Once there, the appellant offered her a drink and attempted to kiss her, both of which she declined. The appellant and JW then relocated to a back bedroom so the appellant’s friend could use the living room. Once in the bedroom, the appellant disappeared into a closet, emerging minutes later naked except for a condom.

JW alleged that the appellant then sexually assaulted her by penetrating her with his penis despite her continued efforts to push him off and tell him, “please stop.”2

Both before and during the alleged assault, JW text-messaged or called two separate friends requesting they pick her up:

[JW]: Just cum get me… Babe im scared [as f***]

[Friend]: Idk wat to do. I cnt walk there

[JW]: Figure out somef-n pl2z

[Friend]: Im tryin. Tell him to take yu home

[JW]: He wont

[Friend]: Well im callin the police

[JW]: No stop

Petty Officer KR met the appellant at a house party on 25 April 2013. Petty Officer KR alleged that, after dancing, she and the appellant ended up on the floor of the apartment where she agreed to him orally penetrating her before he rubbed his penis against her leg without her consent.

Ms. SB connected with the appellant at a club on 17 May 2013 before agreeing to leave with him for an apartment. Once there, SB alleged that the appellant “started to bite [her] clothes off”4 before forcing her to engage in vaginal intercourse.

Prior to making their allegations, JW, SB and Petty Officer KR were not acquainted with each other. Based on these allegations, the government charged the appellant with two specifications of sexual assault for the incidents involving JW and SB and one specification of abusive sexual contact for the incident involving Petty Officer KR.

Buduburam settlement camp not closed

The Ghana Refugee Board (GRB) says the Buduburam settlement camp established since 1990 is not closed but still operational with about 1,300 occupants officially recognised by the Board.

Of the total numbers that are of concern to the Board, about 600 are refugees, and the rest are those that opted to locally integrate following the end of the refugees.

Mr Tetteh Padi, the Programme Coordinator at the GRB speaking in an interview said processes were ongoing to ensure that the population of concern was supported to find an alternative residence.

He explained that as a result, the GRB had not been able to take a decision whether to handed over the 141-acre piece of land that once housed some 12,000 refugees from Liberia who fled their country during the first and second Liberian Civil War back to the original owners or not.

“Those who want to locally integrate, we have recently received the passport of some from Liberia and we are working on issuing them with a resident permit,” he said.

Mr Padi said as a proactive measure to halt the disturbing trend of alleged armed robbery incidence and drug peddling in the area, the Board had put together a committee to determine what should be done with the land when the refugees were moved.

“We have recognized the fact that there are so many people there who should not be there and all the criminals. It is not only Liberian refugees, but there are also some other nationals, Ivorian and Togolese refugees. We did not send them there but because they knew it was a camp they are seeking refuge there.

“Majority of the people there are not refugees even if they are Liberians they are not refugees and there are some Ghanaians also at the camp and other West African nationals, so a large number of them are not refugees and we do not refer to them as being of concern to us,” he added.

Barring any last minutes hitch, the Committee task to make recommendations on the future status and use of the Buduburum Settlement land will submit its report before September 30, Mr Padi said.

Stop using Internet Explorer immediately; also, why are you still using Internet Explorer?

We shouldn’t still be having this conversation, but here we are. 

On Monday, Microsoft warned users of its once beloved Internet Explorer that a critical vulnerability in the browser allows malicious actors to hijack the computers of those running the outdated program. In other words, if you still use Internet Explorer, you should really stop. 

Like, right now. 

“The vulnerability could corrupt memory in such a way that an attacker could execute arbitrary code in the context of the current user,” reads the warning in part. “If the current user is logged on with administrative user rights, an attacker who successfully exploited the vulnerability could take control of an affected system.”

Microsoft writes that, “yes,” this vulnerability has been exploited. 

Now, notably, this is not the first time someone from Microsoft has urged users to ditch the discontinued browser. In February of this year, a security researcher with the company urged that people stop using IE as a default browser. Oh, and in April we learned that simply having Internet Explorer on your computer — not even using it — is a security risk. 

This latest addition to the “delete Internet Explorer now” chorus minces no words in warning any holdouts of the browser — stating that all a victim has to do is visit a specifically crafted website and it’s game over. 

“An attacker could then install programs; view, change, or delete data; or create new accounts with full user rights,” reads Monday’s advisory. 

Microsoft gives credit to Clément Lecigne of Google’s Threat Analysis Group for disclosing the vulnerability. 

Sure, there’s a wonky fix available, but you have to do it manually. So go ahead and delete that relic from your forgotten past, and hop on the Firefox train.

Spurs Knocked Out Of By Fourth-Tier Colchester; Man City, Arsenal Through

Carabao Cup football returned this evening with League Two Colchester knocking Tottenham out of the competition on penalties. Arsenal, Manchester City and Everton all cruised into Wednesday’s fourth-round draw.

Fourth-tier Colchester United dumped last season’s Champions League finalists Tottenham Hotspur out of the League Cup 4-3 on penalties after a goalless 90 minutes in the third round on Tuesday.

Tottenham had named a side that should have been too strong for Colchester with the likes of Dele Alli, Lucas Moura and Eric Dier all in the starting line-up.

There was a place too for highly-rated youngster Troy Parrott, who came the closest to scoring in normal time when he hit the woodwork.

Spurs dominated possession through with 75 per cent of the ball but only managed four shots on target, although that was four more than their opponents.

Heung-Min Son, Christian Eriksen and Erik Lamela were all deployed from the bench as Mauricio Pochettino tried to avoid the lottery of penalties, but it was all in vain as 90 minutes heralded no more than a 0-0 draw.

In the shootout, substitute Eriksen and forward Lucas Moura both missed, ensuring Tom Lapslie’s spot-kick was a triumphant one and triggered a pitch invasion on a night that will live long in Colchester fans’ memories.

While Spurs sank, rivals Arsenal struggled to stay above water – literally – at the Emirates. Heavy rain and travel disruption saw kick-off delayed by 15 minutes to give the 8,500-strong Nottingham Forest contingent the chance to take their seats.

The hosts, under pressure after losing to Granada 2-0 on the weekend, got off to the perfect start when Antoine Griezmann nodded home from Messi’s corner.

Less than ten minutes later they doubled their lead when Arthur fired home a rocket from the edge of the area, with Santi Cazorla doing the same for Villarreal just before the break.

Messi, who was making his first start of the season, already had gone down once in the first-half and he was taken off during the break as Ousmane Dembele came on.

It is a huge blow for Barca who have already got off to a poor start in the league.

Two Chinese men convicted in Malawi for ivory trafficking

A Malawi court on Tuesday convicted two Chinese nationals, two Malawians and a Zambian over a huge cache of ivory and rhino horns.

Li Hao Yuan, 28, and Zhang Hua Qin,42, were found guilty along with Malawians Paul Mangwe and Tsogolani Samson and Zambian Frackson Kayoli Banda, a court document said, adding that the sentencing would take place on October 21.

They could get up to 30 years in jail. The Zambian defendant had already pleaded guilty and has received a four-year prison sentence.

The five men were arrested in December 2017 after being found in possession of more than 21 kilograms (46 pounds) of ivory and $42,000 worth of rhino horns.

Poaching has decimated the world elephant population, which slumped in Africa from several million at the turn of the 19th century to around 400,000 in 2015.

According to conservation group WWF, as much as 60 percent of all elephant deaths can be blamed on poaching.

There is a huge demand in Asia for tusks and rhino horns for its purported medicinal properties.

Malawi’s director of parks and wildlife Brighton Kumchedwa called hailed it as a “very good development because these are the Chinese that have been causing havoc in the country.

“They have been accused of killing elephants and rhinos and, in the process, rendering Malawi being named as a country of primary concern for wildlife,” he said.

The London-based Environmental Investigation Agency echoed him.

“I am delighted to see the government of Malawi making such progress in its fight against organised wildlife crime. Malawi was recently identified as southern Africa’s principle transit and distribution hub for wildlife traffickers, and subsequent successes such as this are attracting positive interest and praise from the international community,” the agency’s executive director Mary Rice told AFP.

The conviction comes ahead of a three-day visit to Malawi by Britain’s Prince Harry and his wife Meghan from Sunday. The pair are due to visit the Liwonde National Park in the south of the country.

Algeria prosecutor seeks 20 years jail for ousted Bouteflika’s brother

Algerian prosecutors on Tuesday sought prison sentences of 20 years for the brother of deposed president Abdelaziz Bouteflika and three other senior officials accused of plotting against the military.

Said Bouteflika, widely seen as the real power behind the presidency after his brother suffered a debilitating stroke in 2013, went on trial on Monday alongside two former intelligence chiefs and a political party head.

They face allegations of “undermining the authority of the army” and “conspiring” against the state.

On Tuesday, prosecutors at the military court in Blida, south of Algiers, “asked for the maximum sentence of 20 years against all the defendants”. defence lawyer Miloud Ibrahim said.

Former defence minister Khaled Nezzar has alleged that as protests mounted against the veteran leader in April, Said Bouteflika had considered declaring a state of emergency and firing army chief General Ahmed Gaid Salah.

Said’s detention in May along with General Mohamed Mediene, who headed the all-powerful secret service for 25 years, and fellow ex-spy chief General Athmane Tartag was part of a wave of arrests targeting the ousted president’s inner circle.

Mediene, known as Toufik, headed the all-powerful DRS intelligence agency from its foundation in 1990 up to his fall from grace in 2015.

Tartag, his deputy, succeeded Mediene and when the DRS was dismantled in 2016 he served as Algeria’s security coordinator under the supervision of the presidency.

A string of prominent politicians and businessmen have been questioned or detained over alleged graft since Bouteflika resigned in April after two decades in power in the face of mass protests.

Presidential elections have now been set for December 12, but protesters have kept up their demands for political reforms and the removal of the former president’s loyalists, including army chief Gaid Salah, who has emerged Algeria’s strongman since Bouteflika’s fall.

Zimbabwe police bar striking doctor from going abroad for treatment

Zimbabwean police on Tuesday prevented a doctors’ union leader, whose suspected kidnapping sparked wide protests, from going to neighbouring South Africa for medical treatment despite a court order.

On September 8, Peter Magombeyi, a doctor, claimed he was receiving “death threats”. Six days later he disappeared. His last WhatsApp message said: “I have been kidnapped by 3 men.”

Magombeyi was found on Thursday night, 30 kilometres (18 miles) from the capital Harare. He was alive and deeply traumatised.

On Tuesday afternoon, dozens of policemen went to the Harare hospital where Magombeyi was undergoing treatment to prevent him from leaving for South Africa, one of his lawyers said.

Earlier in the day, a Harare court had ruled that Magombeyi should be allowed to go to South Africa for treatment.

“The order stops the police from blocking Dr Magombeyi from travelling to SA to seek medical attention,” his lawyer Alec Muchadehamawho told AFP.

“More ZRP anti-riot reinforcements have arrived where police officers are preventing @DMagombeyi from leaving for the airport to board an evening flight to South Africa to access specialist medical treatment,” the Zimbabwe Lawyers for Human Rights group tweeted.

The doctor himself tweeted: “When Peter was in prison, prayer was made without ceasing of the church unto God for him (Acts 12). THANK YOU EVERYONE. I am humbled! Love u.”

The information ministry late Tuesday said the intervention was linked to a police decision to appeal the court ruling.

“Police filed an urgent Chamber Application seeking the correction of an earlier Order of court interdicting them from preventing the release of Dr Magombeyi to proceed to SA for medical care. The matter has been set down on an urgent basis,” it said in a tweet.

Hundreds of medics had taken to the streets to demand the authorities investigate Magombeyi’s disappearance.

They accused security forces of kidnapping their colleague for heading the Zimbabwe Hospital Doctors Association, which had called work stoppages to demand pay rises.

Zimbabwe’s once-vaunted public health system has deteriorated after years of neglect and doctors complain about lack of supplies and poor conditions.

Striking doctors were demanding salary increases in a country still struggling with high inflation and fuel and food shortages after decades of economic crisis under former president Robert Mugabe, who died on Setember 6.

UNGA: Buhari confirms poverty in Nigeria to world leaders

President Muhammadu Buhari, Tuesday, in New York said that “reducing extreme poverty and hunger is one of the cardinal objectives” of his administration.

He said this while delivering the keynote address at the Nigeria High-Level Side-Event on “SDG Integration – Bridging the Policy Planning – Budgeting Gap for the Achievement of the Sustainable Development Goals,” which held on the margins of the 74th Session of the United Nations General Assembly (UNGA74).

The President noted: “It is for this reason that in May this year, we committed ourselves to lifting approximately 100 million Nigerians out of poverty within a 10-year period. This is a national development priority and in line with the aspirations of the SDGs.

“We have since established an ambitious National Social Investment Programme (NSIP) targeting the poor and vulnerable members of the Nigerian population.”

According to him, “Through the National Social Investment Programme (NSIP), we are tackling and addressing the root causes of poverty in all its manifestations.

“For example, the Home Grown School Feeding Programme (HGSF) component is feeding almost 10 Million school pupils daily and empowering over 90, 000 local catering staff across the country.”

On the need to overcome ad hoc planning for the SDGs, President Buhari said among others:

“It was our genuine desire for scientific planning and implementation of the SDGs that made Nigeria to commence the process of domestication and customization of the Integrated Sustainable Development Goals Model in 2017.

“The Nigeria iSDG Model, the Report of which we will officially launch today, will serve as a framework for robust, fact-based policy analysis, planning and implementation at all levels of government.

“It is expected to be used as a planning tool to complement existing ones currently in use at the national, sectoral and sub-national levels.”

Rivers Police College, habitation for cultists – Senator Mpigi

Senator representing Rivers South East Senatorial District, Barinada Mpigi in a sponsored motion on Tuesday said, the collapsed Police College in Tai LGA in Rivers State has been abandoned for cultists.

He said the College, which trains Police personnel across the states of the federation located in Tai which has impact on seven local government areas of Rivers South East Senatorial District has become a hotbed for cultists, insecurity and all forms of violent activities.

“Disturbed that the Police College, existing in Tai Local Government Area of Rivers State, and which serves for the training of Police Officers from across the country has become a hotbed of cult violence.”

He added that insecurity, militancy in Rivers also involved security agents who used the abandoned infrastructure as covers.

In his prayers, he called on the Inspector General of Police to restore the College in the interest of the country, saying that the rate of insecurity in Nigeria requires training and retraining of security agents.

In his contribution, Senator George Sekibo representing Rivers East stressed that the School was a reflection how Nigeria Police behaves.

He wondered how a training Institute could be abandoned when their services were needed as a result of height of insecurity in the country.

Adopting the prayers after further contributions by Senators, Senate President, Dr Ahmad Ibrahim Lawan upheld that the, “Nigeria Police Service Commission should take adequate inventory of Police Colleges in the country with the aim of upgrading them to the global standards.”

He also asked the Senate Committee on Police Affairs to invite the Minister of Police Affairs to appear before the Committee for further briefing.
